A Vision for a FAIR Publisher

Data management is the most pressing issue for scientific and commercial practice in the 21st century. The purpose of data management is to make scientific data FAIR (findable, accessible, interoperable, reusable). Quality control for the work of researchers at universities happens during the review of submitted publications. In the future of scientific publishing reviewers will assess how FAIR submissions consisting of manuscripts, software packages and data sets are prior to publication by scientific publishers. But how FAIR are the publishers themselves? How traceable is the genesis of a publication from first submission through review to published paper? How transparent is a publication without linking metadata between manuscript, software and data? How do you review data sets and software packages?
